What Is The Best Way To Achieve surf fitness?

I have often wondered about what the best way to get fit for a specific sport is.  I think that maybe the way to start is by thinking about what it is that you really need to accomplish.  For example, surfers need to have strong legs, and strong arms are also super important.  All that paddling is sometimes forgotten about in surf fitness, but we all know that if you can barely paddle for more than a few minutes you will be sitting on the sand watching everybody else catch all the great waves.  I am focused on my arm strength right now.
